In order to achieve the foreign direct investment goals of the Republic of Azerbaijan, there is a general agreement in which Government establishes partnerships with stakeholders in the public and private sectors for the coming years. Although this partly reflects the existing structure and resources of the Government, the application of a team-based approach at the country level is evidenced in the experience of investment promotion agencies worldwide. Additionally, based on the principle of a unified approach when attracting investment to the country, AZPROMO will contribute by coordinating with the institutions that will be members of the "Azerbaijan Team".
Throughout the entire process of investment attraction, promotion, and aftercare activities, various institutions will play an active role in promoting investment in the relevant sectors or areas of competition. These institutions have all the capabilities and proficiency to provide information and technical support, assistance to potential and existing investors in accordance with the "Azerbaijan Team" approach while ensuring efficiency and complementarity within the relevant activities. At the same time, they will evaluate and monitor the work done to achieve the stated goals:
- Ministry of Economy of the Republic of Azerbaijan;
- Ministry of Foreign Affairs of the Republic of Azerbaijan and Embassies;
- Ministry of Energy of the Republic of Azerbaijan;
- Ministry of Finance of the Republic of Azerbaijan;
- Ministry of Labor and Social Protection of Population of the Republic of Azerbaijan;
- Agro Credit and Development Agency;
- Ministry of Digital Development and Transport of the Republic of Azerbaijan;
- State Customs Committee of the Republic of Azerbaijan;

- Food Safety Agency of the Republic of Azerbaijan;
